The "Hardware" approach focuses more on the 1st and 4th shared values.
The "Heartware" approach focuses more the 2nd and 3rd shared values.

In the past, the hardware approach can be seen to indoctrinate the citizens to conform and reinforce the two ideologies. But due to changes such as globalisation and emerging emigration issues, there is a change in the nature of the songs to one that takes on the "Heartware" approach.

Therefore, we see how popular culture(songs) is used as a tool to reinforce state ideologies.
